You may recall the long running ITPAS campaign for traffic calming measures through Irby Village. Well, we believe this has in part come to fruition with the new 'Puffin Crossing'*, construction of which commenced mid-November. ITPAS have been closely consulted on this issue and we were able to endorse our approval last August (2005). A copy of the plans can be viewed by clicking on the thumbnail below.

 

ITPAS initially had reservations about the location of the crossing as the threat to parking may have had an affect on local traders. However, following two successful meetings with local Councilors and WBC Officials, we were happy to report that the site was to be placed outside the Doctors surgery crossing over Thingwall Road to the Newsagents as can be seen in our photos.

 

 

Click the thumbnail link below to see plans, which show the narrowing of the mouth of Mill Hill Road onto Thingwall Road. This will allow drivers more time to see the lights of the crossing. You will also notice that the bus stop has been re-sited to outside the Shippons pub. This will entail a narrowing of the pavement to pull in line with the parking bays thus allowing traffic to flow.

 

The Council planners, we believe, have put much thought into the design and construction of the crossing, minimising loss of parking spaces (our initial concerns) and making a 'safe zone' for pedestrians. We still believe, however, that we can go a long way to improve safety for the pedestrian in the village by introducing further traffic calming measures and to that end ITPAS will monitor the difference and encourage the Police/Parking Wardens to enforce traffic laws around the crossing before progressing other traffic calming issues.

*Puffin (Pedestrian User-Friendly Intelligent crossings)
These differ from pelican crossings as there is no flashing green figure phase. On puffin crossings the red and green figures are above the control box on your side of the road. Press the button and wait for the green figure to show..
Infra-red cameras similar to those used to find earthquake victims trapped under rubble are being used to help people cross the road. Attached to traffic lights at pedestrian crossings, the cameras extend the time drivers see red so elderly or disabled people aren't at risk from oncoming traffic. The new 'smart' system also uses heat sensors to tell if pedestrians are waiting on the pavement, and can even override the red light shown to drivers if they've already got to the other side.
It has reduced delays to motor vehicles, and improved crossing conditions for elderly and disabled persons by automatically varying the crossing times.
Drivers approaching a Puffin crossing are made aware of the crossing because of its traffic lights and zig-zag road markings. Iron railings are usually used to stop pedestrians entering the road away from the crossing
The lights have no flashing amber phase, so the lights just change like a normal traffic light at a junction.

 

 

** In our recent Newsletter (December 20005) we highlighted the fact that there had been two objections to the crossing, one being Irby Evangelical Church. This information was extracted from the Councils minutes in respect of this project. We have since liaised with Irby Evangelical Church and had sight of their letter. We would like to highlight the fact that the letter is not an objection and they merely intended to highlight a particular problem they could see affecting them in regards to the re-location of the bus stop. Irby Evangelical Church do not object to the Puffin Crossing and fully support this initiative.
